Commissioner's Meeting Minutes for January 26, 2009

January 26, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, January 26th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners and Gary Stutler in attendance. Mark Busching was unable to attend due to sickness.
Auditor McCoy also was present for the meeting at the highway garage.
Neil Allen, Hanson Aggregates, Versailles, Indiana updated the Commissioners on a road closure by the Quarry, Versailles, Indiana.
Pat Kissell, Highway Forman advised the Commissioners that he is working with Attorney Comer on advertising for bids for two new tractors.
Commissioner Stutler advised that the contract for the rugs and towels has been changed to once a month instead of twice a month at a cost of $960 a year.
Commissioner Reiners advised that there is a meeting at LTAP, Friday @ 9:30AM in Seymour, Indiana on the President’s Stimulus Pkg. and that the county has turned in approximately $1,600,000 for roads.
Commissioner Stutler made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Reiners. Motion approved by those in attendance.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, January 26th, 2009 at the Ripley County Annex, Versailles, In. with the Pledge of Allegiance.
Commissioner Robert Reiners and Gary Stutler were both in attendance. Commissioner Busching was not in attendance.
Commissioners and Auditor were present for the meeting at the Ripley County Annex.
Neil Comer was present to answer legal questions.
John Lohrum, Maintenance advised that the electric had been off over the weekend and wondered if his cell phone could be hooked up (with electric company) to tell him when the electric is off. Commissioner Stutler will get in contact with Town of Versailles about the clock tower.
Kelly Vollet, Technology advised that the phone system is now installed, 10 jacks installed at EMA. WTH has finished scanning all the county maps for the GIS project.
Tad Brinson, Area Planning Commission had nothing to report.
Commissioner Stutler made a motion to approve the minutes as corrected from the January 12th meeting seconded by Commissioner Reiners. Motion approved unanimously.
Julie Brancamp, Ripley County Fairgrounds advised the Commissioners that two buildings at the fairgrounds are in need of being roofed and insulated, 13 trees need to be cut down, clearing of the track at the fairgrounds and lighting project. Brancamp will get some quotes for the roofs at the fairgrounds, watching for grants from Dept. Natural Resources for the trees and will get a quote from Hughes Tree Trimming for the trees around the building. County will take care of the other trees that are not near the building. Fairground’s race track will be cleared by the county and the Park will reimburse the fuel used to the county highway. Grants received by the Park for the Lighting Projects is $5,000 from Community Foundation and $21,409 from Rising Sun Regional Foundation.
Commissioner Stutler made a motion to approve the Agreement between the Town of Osgood and Ripley County Highway for the salt brine manufacturing equipment for ice and snow removal seconded by Commissioner Reiners. Motion approved unanimously.
Public meeting for the Annual Financial Report:
Earline Copeland, Ripley County Treasurer presented the Board of Finance Annual Report & Investment Policy to the Commissioners for their review and approval. Commissioner Stutler made a motion to appoint Robert Reiners as president of Board of Finance seconded by Commissioner Reiners. Motion approved unanimously. Commissioner Reiners made a motion to appoint Gary Stutler as Vice President of the Board of Finance seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to accept the Financial Report as present by Treasurer Copeland seconded by Commissioner Reiners. Motion approved unanimously. Commissioner Stutler made a motion to close the Public Meeting on the Financial Report seconded by Commissioner Reiners. Motion approved unanimously.
Drew Barth, Barth & Associates introduced himself to the new Commissioner. Bridge Project is due February 21st. for Federal Funding.
Commissioners adjourned until the next Commissioners meeting on February 9th, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana. Approved unanimously.
