Unapproved Commissioner's Meeting Minutes for 01/16/04

January 16, 2004

The Ripley County Board of Commissioners met on Monday, January 16th, 2004 in the Ripley County Annex, Versailles , Indiana .

John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of commissioners.

Neil Comer was present to advise the Board on legal matters.

The Board signed the payroll check register and claim register for January 16th, 2004 .

Commissioner Folz made the motion to approve the minutes of December 22, 2003 seconded by Commissioners Reiners. Motion approved unanimously.

Commissioner Folz made the motion to approve the minutes of January 5, 2004 seconded by Commissioner Reiners. Motion approved unanimously.

Jerry Fry, Emergency Management advised the commissioners that he had received a grant in the amount  of $25,000 to update the Emergency Response Vehicle.

Kelly Vollet, Technology advised the commissioners that the Clerk had received a bill from Fidlar Companies for the Equipment/Software and Agreement for the voting machines/2004 Election. Commissioners advised that it would be paid out of contractual Services.  Vollet also updated the commissioners that the Video Arrangement System is almost ready for the Judges’ (Circuit & Superior) to start using.         

Tab Brinson, Area Planning Commission presented the commissioners with a Zoning Ordinance from John McKittrick. Brinson advised that he is asking that the commissioners  to rezone part of the S.E. ¼ Section 22, Township 7 North, Range 12 east in Washington Twp. (4.7Acres) Co. Rd.   475E. Dillsboro , Indiana from the zone classification Forest Recreation (F-R) to zone classification A-1 Agricultural (A-1). Commissioner Folz made the motion to sign/approve the rezone in Washington Twp seconded by Commissioner Reiners. Motion approved unanimously.

Brinson also presented the commissioners with rezone from Seevers Inc./Leroy F. & Lila June Seevers & others part of the N.W. ¼ Section 32, Township 10 North, Range 13 East. Adams Twp. 35.845 Acres. Also part of the N.E. ¼ Section 32, Township 10 North, Range 13 east. Adams Twp. 86 Acres. Also Part of the N.E. ¼ Section 32, Township & Range aforesaid, one-half acre. Also Part of the S. E. ¼ Section 32,Township and Range aforesaid 4 acres. Also part of the S.E. ¼ Section 32, Township and range aforesaid one-half acre containing in all 126.845 acres more or less.  From zone classification Interchange Business   (I-B) to zone classification Unit Development (U-D).

Herman Strumpf had concerns about the Seevers rezone. Strumpf asked that the commissioners ask the developers to do additional set backs at 101 (4/6 lanes) and conform to the standard for down the road. James Ritter Architect advised that they were not against this but he thought that this is in the next phase.

Commissioner Reiners made a motion to sign/approve the Seevers rezone from I-B to U-D seconded by Commissioner Folz. Motion approved unanimously.

Frank Cumming, GFC presented the commissioners with an agreement for Capital Asset Inventory. Cummings advised that his software has been revised pursuant to Government Accounting Standards Board. GFC would inventory all Infrastructure Capital Assets (Roads, Bridges, Signs, Building & ETC) in Ripley County .  Capital Assets will be valued pursuant to state board of accounts law GASB 34 for Ripley County . Cummings advised the commissioners that the final report will provide the original cost, amount of depreciation and the current value, at the cost of $25,000. Commissioners took this under advisement.

Commissioner Little, President signed the appointment of Mary McCarty/Southeastern Indiana Regional Planning Commission as Public Hearing Officer for the CDBG Grant Funds/ Indiana Department of Commerce. Commissioner Little, President, signed the Citizen Participation report.

Daryl L. Caldwell, Executive Director Safe Passage, Inc. advised the commissioners that they had provided Ripley County with Domestic Violence services the past five years. Safe Passage is requesting a payment of $24,000 to hire needed advocate to serve Safe Passage clients. Commissioner Reiners made the motion to approve the payment of $24,000 for 2003 seconded by Commissioner Folz.  Motion approved by two (2) commissioners (Reiners/Folz) and one 1 against (Little).

Sandy Howard, Child Abuse Commission asked commissioners for permission to use the courtyard for the 1st&2nd week of April for Candle Light Visual for Child Abuse month. Commissioners agreed.

Earline Copeland, Treasure of Ripley County conducted the Board of Finance meeting with the commissioners and advised the commissioners that she had collected $347,017.86 in bank/interest for the 2003. Copeland presented the commissioners with Investment Register, Bank Balances & rates on CD’s. Commissioner Little, President, signed the Ripley County Investment Policy for 2004.

Commissioner Reiners made a motion to appoint Kenny Krieg as the Assistant Build Inspector for Ripley County seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Reiners made a motion to redo the County Maps with Engel Inc. at .35 each (Map for Map) seconded by Commissioner Folz. Langdon advised he wanted the map to be fully approved before it would be printed.

Robbie Evans appeared in front of the commission with concerns over the prescription cards/co pay went up on the 3-tier medicine. Tabled to the next meeting.

Commissioner Reiners made the motion to approve the EMS/Holiday pay/24 hour shift same as the other Communication people seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to pay Llow $1,897.60 for the end of 2003 services seconded by Commissioner Reiners. Motion approved unanimously.

Commissioners signed a letter in support of the Southeastern Indiana Regional Planning Commission for the CDAG Grant.

Commissioners signed a contract with ARAB for Termite & Pest Control at the cost of  $2,650.00 for initial service and  $382 per year.

Commissioner Reiners made a motion to pay McCormick-Metsker Agency Inc. $4,000 for over 50 hours of consulting work for Ripley County seconded by Commissioner Folz.  Motion approved unanimously.
