Unapproved Commissioner's Meeting Minutes for January 14, 2008

The Ripley County Commissioners met on Monday, January 14th, 2008 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to o9rder at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz were in attendance. Lawrence Nickell was not present for the meeting.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.
Johnnie Lohrum, Maintenance presented concerns to the Commissioners about the watering of the new trees. Lohrum advised the Commissioners that he had found a plastic edge for the Commissioners counter at the Annex. Auditor McCoy presented a request to the Commissioner for the counter in the Auditor’s Office to be made handicap accessible and asked if Lohrum could take a look at this project. Commissioners agreed that Lohrum could check into this project for the Auditor’s Office and get back to them about this matter.
Tad Brinson, Area Planning advised the Commissioners that BZA & Area Planning Commission would not be having a meeting in January. Commissioner Folz made a motion to appoint Dwight Bauman as the part time Building Inspector for 2008 seconded by Commissioner Folz. Motion approved by those present. (Reiners & Folz)
Warren Brown, Osgood, Indiana updated the Commissioner on the Butcher Shop that he wants to open in Osgood with the approval of the Micro Loan from Ripley County.
Kelly Vollet, Technology Director advised the Commissioners that Julie Brancamp, Park & Recreation’s computer came in and she is going to install it today. Vollet also advised that she is getting quotes from two companies (Cummins, Indianapolis, Indiana & Two Brothers) for the new generator at the Ripley County Courthouse.
Bill Narwold, JCD Superintendent advised the Commissioners that the school had gotten a call from a home owner on Columbia Ave., Osgood, Indiana concerning a water drainage problem. Property butts up to the JCD School property and since the work that has been done at the school the last few years felt that it has caused increased run off on his property. Narwold is checking with the Town of Osgood about the culverts in that area and Commissioner Folz will take a look at the problem.
John Lohrum reported back to the Commissioners that he had talked to Acorn Farms and was advised that he needed to not water the new trees as much as he had been doing.
Commissioner Folz made a motion to approve the payment of $99 from Cum Cap to Glory Bee for the Ripley County Extension Office to fix the furnace seconded by Commissioner Reiners. Motion approved unanimously.
Dave Osborne, Ripley County Extension Office advised the Commissioners that the carpet in the Extension Office is in need of being replaced. Osborne talked to Carpet World (Tim Mills) and they have some for $18 a sq yard. Osborne will also contact Gary Byard for a quote for the carpet and get back with the Commissioners.
John Ertel, Attorney advised the Commissioners on the Micro Loan Papers that he had prepared for the County Commissioners and Warren & Tina Brown. Commissioner Folz made a motion to approve the loan of $25,000 from the Micro Loan Fund for Warren & Tina Brown for the Butcher Shop in Osgood, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to release funds of $25,000 to Warren & Tina Brown from the Micro Loan Fund after the documents (Real Estate Mortgage) are signed seconded by Commissioner Reiners. Motion approved unanimously.
Tom Perotti, Southeastern Indiana Solid Waste District updated the Commissioners on the Solid Waste progress and advised that Bill Warren will be off additional times this year. Commissioner Reiners wondered if the Solid Waste could start picking up Bill Warren salary since more time is spent on the Solid Waste process. Perotti advised that he could not make that decision and would need to take it to the board of directors. Perottis also wondered if the County could still pick up at least half of the salary until Warren retires and when Warren is off have someone from the Highway to cover for him being gone. Commissioners and Perotti will take this under consideration. Commissioners signed the Memorandum of Agreement between Ripley County, Indiana and The Southeastern Indiana Solid Waste District.
Tom Grills, Ripley County Sheriff updated the Commissioners on the Emergency Plan for the Sheriff Department.
Scott Huffman, EMS Director updated the Commissioners on the EMS and Rescue Unit contracts for 2008. All contracts for 2008 had been signed but one and Huffman is working on getting that signed and will get back with the Commissioners on this matter.
Commissioner Folz made a motion to send the Proposed Amendment of 80.33 Zoning Ordinance to the Planning Commission changing lot size from ten (10) acres to five (5) acres seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Reiners signed the Certificate of Appointment to City or County Board of Health appointing Elsie Luke, R.N., 26548 Farmers Retreat Road, Dillsboro, Indiana, to serve as a member of the Health Board beginning 1-1-2008 and ending 12-31-2012.
Commissioner Reiners signed a claim for Historic Hoosier Hills for the contact dues of $250 for 2008.
Commissioner Reiners signed the Contract for Services with Safe Passage, Inc. and Ripley County for $14,000 for the year of 2008.
Commissioners signed the Certificate of Appointment of Barry Lauber, Ted Spurlock, Denessa Benkie, Sue Meisberger and Jeff Voz to the Ripley County Redevelopment Commission for the year of 2008.
Commissioner Reiners signed the Certificate of Appointment of Board Member for Ted Spurlock to the Rising Sun Regional Foundation, Inc. for three (3) years ending February 23rd, 2011.
Commissioner Reiners signed the benefit refusing the coverage for services related to morbid obesity surgical treatment for the Ripley County Government.
Commissioner Folz made a motion to approve the corrected minutes from December 3rd, 17th and 31st, 2007 for the Commissioners meeting seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next Ripley County Commissioner’s Meeting on Monday, January 28th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
