Unapproved Commissioner's Meeting Minutes for 01/14/05

January 14, 2005

The Ripley County Board of Commissioners met on Friday, January 14th, 2005 at the Ripley County Annex, Versailles , Indiana .

Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening  pledge allegiance to flag. Commissioners Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance for the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for January 14thrd, 2005.

Gene Bishop, Maintenance updated the commissioners on the project in the courthouse.

Tad Brinson, Area Planning Commission & Sam Row, President, Planning Commissioner reported back to the commissioners that they didnít accept the commissionerís recommendation on the Dog Ordinance. Row advised the commissioners that the commission is sending back the old Dog Ordinance for the commissioners to look over.

Commissioner Reiners asked for comments from those in the audience. Charles Druschel, Jane Ostendorf  & Faye Wagner from the audience spoke against the old Dog Ordinance.

Commissioner Folz made a motion denying the Dog Ordinance as presented seconded by Commissioner Nickell. Motion approved unanimously. Commissioners will make a recommendation back to the Planning Commission by the next regular Commissioners Meeting.

Kelly Vollet, Technology advised that all grants were denied for the GIS Systems. Vollet updated the commissioners on the WTH/GIS System meeting date on February 18th, 2005 on the parceling, etc.  Vollet prepared a letter to LLOW Associates for them to send a monthly statement to Ripley County .

Commissioner Folz advised the commissioners that he had met with Cleo Duncan/State Representative & Phil Roberts/ Mrs. Peterson/Public Assistant Director with concerns about the snow removal in Ripley County . Folz advised that the county could receive up to 75% back from the state for overtime, materials & contracted people within a 48 hour period and also the road damage caused by the flooding in Ripley County . 

  Commissioner Reiners signed the Certification & Acceptance to comply with the Victims of Crime Act & S.T.O.P. Violence       against Women Act and the Indiana Criminal Justice Institution by the authorized official of the sub-grantee, India Turner.

            Commissioner Folz presented a budget price for Federal Sirens for a grant request from Hoosier Fire Equipment, Inc.

 

           Katherine Taul, Ripley County Tourism Director updated the commissioners on the coming events for Ripley County in 2005.  Commissioner            Folz made a motion to appoint Marianne Wiggers & Ted Tapp to the County Convention , Visitor & Tourism Commission for 2005      seconded by Commissioner Nickell. Motion approved unanimously. Taul also presented the commissioners with the  Tourism Bureau 2005 Budget.

 

          Pat Thomas, Health Department had questions about who was to be paid for the snow days. Commissioner Reiners advised hourly        employees who did not show up for work will not get paid for the (snow) days off.

John Schuerman appeared in front of the commissioners with concerns about the Bridge # 8/ Cave Hill project. Schuerman purposed that the county put in a covered bridge.  Commissioner Reiners advised that the county is going to stay with the original plan and also advised that he should be talking to the county attorney, Neil Comer about this matter.

 

Earline Copeland, Ripley County Treasurer presented the Commissioners with the 2005 Investment Policy showing the list of depositories, investment guidelines & restrictions. Commissioner Reiners signed the Ripley County Investment Policy for 2005.

 

Commissionerís Robert Reiners, Chuck Folz, Lawrence Nickell, Kelly Vollet, Technology Director & Mary Ann McCoy, Auditor worked on updating the Employee handbook for Ripley County.

 

Commissioners broke promptly at 11:30 for Lunch.

 

Commissioners re-convened after lunch to work on updating the Employees Handbook for Ripley County .   

 

Commissioner Folz made the motion to accept Ever Green Estate Rd , off of Co. Rd 229 effective on January 14, 2005 seconded by Commissioner Nickell. Motion approved unanimously.

 

Ginger Bradford, Ripley County Clerk advised the commissioners that they should meet with Historical Society about the building, rent & what is expected from the county in using the building for storage.  Bradford also advised that effective July 2005, the state Voter Election Board will be bringing in new Computer Equipment for the clerkís office. Ripley County will need to provide the wiring, space and a connection to the State Federal Department by December 1st of 2005.

 

Commissioner Folz made the motion to approve the Commissioner minutes from January 3, 2005 seconded by Commissioner Nickell. Motion approved unanimously.

 

Commissioner Folz made the motion to approve the Commissioner minutes for December 20th & 30th seconded by Commissioner Nickell. Motion approved unanimously.

 

Commissioner Nickell made the motion to approve 240 hours @ $85 an hour from Low Associates for Technical Support for the Auditor and Treasurer's Office seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioners signed the amended commissioner meeting dates for the year of 2005.

Commissioner Folz made the motion to adjourn until the next regular commissioner meeting on  Monday, January 31st, 2005 at the Ripley County Annex, Versailles , Indiana  seconded by  Commissioner Nickell. Motion approved unanimously.
