Unapproved Commissioner's Meeting Minutes for 01/13/06
January 13, 2006
The Ripley County Commissioners met on Friday, January 13th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. and all stood for the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Commissioner Folz made a motion to approve the minutes of December 19th, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to approve the minutes of December 30th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.
Kelly Vollet, Technology advised the commissioners that the Technology meeting is Tuesday morning January 17th, 2006 at 8:15A.M.
Gene Bishop, Maintenance updated the commissioners on the courthouse elevator and advised that the Amoco Company (current company) is going to replace the motor & pump at no cost to the county. Bishop advised that he had received some letters from other companies wanting to service the elevator but recommended that the county stay with the current company. Bishop suggested that they think about looking at a new mower for the courthouse lawn. Bishop presented a price of $9,300 for a 25hp/John Deere mower.
Commissioner Folz made a motion to appoint Alvin Busching to the Local Alcoholic Beverage Board seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to appoint David Nurhring, Batesville, Indiana to the BZA Legislative/ non Planning Commission seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to go with a 2 year contract with Appraisal Research for the Ripley County Assessor’s Office seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to support Ripley County Tourism grant request from Rising Sun Regional Foundation Inc. for the Ripley County Fall Farm Tour seconded by Commissioner Folz. Motion approved unanimously. Commissioner Reiners signed the Grant Application for Grant Requests of up to $2,500 for the Ripley County Tourism.
Julie Berry, Jefferson County Commissioner asked the commissioners to join the Jefferson County Commissioners, Crawford County Commissioners and have the law firm of Bingham McHale LLP and independent contractor, John House represent them in negotiations with Belterra Resort Indiana, LLC regarding a new local development agreement. Berry advised that in respect to legal fees and independent contractor expenses for Representation, each County will be required to pay the following percentage of each bill or invoice. Jefferson County 50%, Crawford County 25% & Ripley County 25%. Commissioner Nickell made a motion to continue with the legal action with Belterra and against Belterra with Jefferson & Crawford County all together seconded by Commissioner Folz. Motion approved unanimously. Commissioners signed the Memorandum of Understanding with Jefferson County Commissioners and Crawford County Commissioners.
Commissioner Nickell made a motion to appoint Mark Klosterkemper, AECON, Inc as Ripley County’s Bridge Inspector seconded by Commissioner Folz. Motion approved unanimously.
Tad Brinson, Area Planning Commission & Rob Seig, Seig Associates had questions about the Record of Right-Way, Tucker Road if it is a Co Road (dead end) (East off Michigan Rd) (known as East Hopewell). Commissioners agreed that it is a county road but it is up to the developer to bring the road up to county standards for a subdivision. Seig advised he would try to get 5 foot, additional right of way and a ditch on north side. They will try to come back to the January 30th, 2006 meeting.
Commissioner Folz made a motion to appoint Dr. Michael George Parker to the Ripley County Board of Health beginning January 13th, 2006 and ending December 31st. 2010 seconded by Commissioner Nickell. Motion approved unanimously. Commissioner Reiners signed the Certificate of Appointment to City or County Board of Health for Dr. Michael George Parker.
John Graf, Barth Associates updated the commissioners on Bridge# 38 & Bridge #8. Commissioners had concerns about the Courthouse roof.
Donald Dunbar, Ripley County Council requested that the commissioners have John Graf get a needs survey done on a new Annex building. Dunbar suggested that we need a plan to be in place by the first of March, so that we can apply for a grant from Dearborn County. Commissioner Nickell made a motion to go to the council to see if they want to participate in a needs assessment for the courthouse seconded by Commissioner Folz. Motion approved unanimously.
Commissioners signed the Covered Bridge Certification for the State of Indiana.
Commissioner Reiners signed the 2006-2007 Appointment of Representative to the Historic Hoosier Hills RC & D Council Board of Directors appointing Kaye Hunger as the commissioners appointment.
Commissioners signed the corrected 2006 Holiday Schedule for the Ripley County Employees.
Commissioners signed a letter to the Ripley County Employees denying their request of additional sick or personal days for the calendar year of 2006 due to no salary increase for the year of 2006.
Commissioners signed the 2006 Registration Statement –Employer Lobbyist for Barnes & Thornburg.
Commissioner Nickell made a motion to appoint Andy Scholle as the commissioners BZA alternate member seconded by Commissioner Folz. Motion approved unanimously.
Commissioners are taking applications for Building Inspector and will interview the applicants on January 30th from 10:30AM to Noon.
Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, January 30th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
