Commissioner's Meeting Minutes for January 12, 2009

January 12, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, January 12th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners and Gary Stutler was in attendance. Mark Busching was unable to attend due to sickness. Auditor McCoy also was present for the meeting at the highway garage.
Pat Kissell, Highway Forman advised the Commissioners that the doors had been worked on and sealed, furnace is working good and they are recycling the oil for back up heat.
Commissioner Stutler questioned the cost for the carpets at the garage, suggested that maybe they need to talk to the company, purchase carpets and have the garage clean them.
Commissioner President Reiners advised that the new president will be doing a new economic stimulus plan at least $550 billion in federal money to be pushed through to states and local governments.
Commissioner Stutler made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Reiners. Motion approved by those in attendance.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, January 12th, 2009 the Ripley County Annex, Versailles, In. with the pledge of allegiance.
Commissioner Reiners welcomed Gary Stutler as the new Commissioner and advised that Commissioner Busching is home the hospital recovering from an illness.
Commissioner Robert Reiners and Gary Stutler were all in attendance.
Commissioners and Auditor were present for the meeting at the Ripley County Annex.
Neil Comer was present to answer legal questions.
John Lohrum, Maintenance advised the Commissioners that he had fixed the office doors for the Assessor and the Treasurer, bought a skid of salt at approx. $1,000, ordered counter top for Treasurer’s Office, QPH has been bleeding the heating system on the third floor. Lohrum presented a quote of $8,066.88 from Fortress Safe & Lock Company for the front doors (hardware for doors) of the courthouse. Commissioners suggested Lohrum get in touch with Phil Mann to fix the leak around the clock in the courthouse. Commissioner Stutler will get in contract with Town of Versailles about fixing the clock.
Earline Copeland, Treasurer of Ripley County advised the Commissioners that her desks in her office fell apart when moved and presented a quote of $5,470 from Office Shop for new desks. Commissioner will take this under advisement. Amy Copeland, Deputy Treasurer presented a complaint about the stamp machine, due to the Assessor not learning how to update & use the stamp machine. Copeland wondered if she could be compensated for the time she spends working on the stamp machine. Commissioners advised that they have no way of paying for the time spent on this project. Treasurer Copeland voiced a complaint on the move of the offices concerning the hiring of 2 employees in the Assessor’s Office. Commissioners thanked Copeland for being so considerate about the move.
Kelly Vollet, Technology advised that the phone training Wednesday at the EMA office and the total cost of the new system is $90,756.32.
Tad Brinson, Area Planning Commission presented an Ordinance to Amend the Unified Zoning Ordinance of Ripley County for part of the S.W. ¼ of Section 9 Township 6 North, Range 11 East, Shelby township 7.4 acres from A-1 Agricultural to Roadside Business. Commissioner Stutler made a motion to approve the rezone of the 7.4 acres in Shelby Township from A-1 Agricultural to Roadside seconded by Commissioner Reiners. Motion approved unanimously.
Shawna Bushhorn, Assessor presented a request to the Commissioners for more phones in her office at a quote of $838.68. Auditor and Sheriff have also requested more phones in their offices. Sheriff will pay for his phones. Bushhorn advised the Commissioners that she has advertised for Re-Assessment bids for February 23rd, 2009 @ 10:00AM.
Katherine Taul, Ripley County Tourism requested re-appointment of her board members. Commissioner Stutler made a motion to re-appoint Marianne Wiggers and Ted Tapp for a two year term from January 1, 2009 to December 31st, 2010 seconded by Commissioner Reiners. Motion approved unanimously.
Commissioners agreed that Mark Busching will take the Solid Waste and Technology Board, Gary Stutler will take the Fair Board & LEPC/Health Department and Robert Reiners will take the Vernon Forks Water District.
Commissioner Stutler made a motion to appoint Peter Mack as the Batesville Memorial Library Trustee with term ending December 31st, 2012 seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Stutler made a motion to adopt the Ripley County Countywide All Hazard Mitigation Plan seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Stutler made a motion to appoint Mary Schmaltz, RN to replace Elsie Luke to the County Board of Health seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Stutler made a motion to approve the Commissioners minutes from December 1st, December 15th and December 29th, 2009 seconded by Commissioner Reiners. Motion approved unanimously.
Commissioners signed the Covered Bridge Certification for the state.
Commissioner Stutler made a motion to recess to the newly elected Commissioner Mark Busching home on Clearview Lane, Versailles, Indiana at 1:15PM seconded by Commissioner Reiners. Motion approved unanimously.
The Commissioners conducted the following business upon reconvening on Monday, January 12, 2008.
The Board discussed the new telephone system & the number of phones. It was agreed unanimously to proceed with the bid from Blue River and the number of phones in the bid. The Board will revisit at a later date if necessary. A motion to accept the quote ($5,470) from the Office Shop for the new desks in the Treasurer’s Office was made by Commissioner Busching. Commissioner Stutler seconded the motion. Approved unanimously. Motion to adjourn-Stutler. Second-Busching. Unanimously.
Commissioners adjourned until the next Commissioners meeting on January 26th, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana. Approved unanimously.
