Unapproved Commissioner's Meeting Minutes for 01/12/07

January 12, 2007

The Ripley County Commissioners met on Friday, January 12th, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Folz promptly called the meeting to order at 8:00A.M.  All stood for the opening pledge to the flag.  

Chuck Folz and Lawrence Nickell were in attendance. Commissioner Reiners was not in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the commissioners.

Neil Comer, County Attorney was present to advise the commissioners on legal matters.

Commissioner Nickell made a motion to approve the minutes from the December 29th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to approve the minutes from the December 18th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to approve the minutes from the December 4th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.

Johnnie Lohrum, Maintenance updated the commissioners on projects that he is working on at the courthouse. (Forester to do electrical work in the courthouse, trimmed trees in front of courthouse and fixed the sewer & water pipe lines at the rental house).

Commissioner Nickell made a motion to redeposit check written to Wayne Kimla/Building permit fee  into the county general, this is due to permit being void seconded by Commissioner  Folz. Motion approved unanimously.

Commissioner Nickell made a motion to re-appoint Marianne Wiggers and Ted Tapp to the Ripley County Convention, Visitor & Tourism Commission for a two year term effective January 1st, 2007 seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology advised the commissioners that she would be having a tech meeting on Tuesday, January 16th, 2007 @ 8:15AM. Commissioner Folz made a motion to appoint Lawrence Nickell to the Technology committee for the year of 2007seconded by Commissioner Nickell. Motion approved unanimously.

Tad Brinson, Area Planning presented an Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana, rezone the Hansen Family LLC property. Commissioner Nickell made a motion to go with the approval of Area Planning for Hansen Family LLC/Part of the S. 1/2, of the S. Ĺ of Section 21, Township 8 North, and Range 11East. Center Twp. 22 Acres more or less from A-2 Agricultural zone classification to I-2 Open Industrial zone classification seconded by Commissioner Folz. Motion approved unanimously

Commissioner Nickell made a motion to accept the agreement for the Planning and Zoning software at a cost of $4,000 seconded by commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to appoint Stephen R. Stein, MD, 92 Dogwood Trail, Batesville, Indiana 47006 to the Ripley County Board of Health seconded by Commissioner Folz. Motion approved unanimously.

Pam Friend, Pen products updated the commissioners on what they do for the prisoners.

Commissioners signed the Agreement to replacement of Bridge# 8 on Cave Hill Road across Branch of Laughery Creek, westbound passing lane and construction of a gabion retaining wall along US 50 where Cave Hill Road meets US 50 with Howard J. Barth &Associates and Ripley County. The Indiana Department of Transportation has reviewed the proposed contract and found it to be satisfactory.

Tom Grills, Sheriff of Ripley County updated the commissioners with some housekeeping issues that need to be done at the jail. Grill advised the commissioners that Mathews is back out on the road, may need one to two new deputies down the road.

Thomas J. Perotti, Executive Director of Solid Waste District presented the new Recycling Building cost of approx $84,150 not to exceed $90,000 at the Ripley County Highway Garage, on State Highway 421. Commissioner Nickell made the motion to go ahead and construct the new building for recycling at the County Highway Garage seconded by Commissioner Folz. Motion approved unanimously.

Commissioners signed the consent and approval for SISWD and Contractor to perform this contract at the site of the Ripley County Recycling Center, 2710 North Hassmer Hill Road, Osgood, Indiana.

Commissioner Nickell made a motion to appointed Joseph Radvansky, Municipal Representative and Donald Dunbar, Council Representative to the Board of Directors Southeastern Indiana Solid Waste District seconded by Commissioner Folz. Motion approved unanimously.

Commissioners appointed Robert Reiners to serve as a voting member of the Southeastern Indiana Regional Planning Commission until December 31, 2007 or until a successor has been duly appointed and qualified..

Sam Row advised the commissioners that he had concerns about a Salvage Yard in Osgood and had filed a complaint with the Town of Osgood. Row presented a letter that had been sent from the Town of Osgood to Tad Brinson, Executive Director of Ripley County Area Planning Commission advising that for persistent and large-scale violations, such as Nealís Salvage Yard, the Town of Osgood intends to rely on the Area Planning Commission for enforcement purposes.

Scott Huffman, EMS Director advised the commissioners that the Ripley County EMS had approximately 1603 runs for the year of 2006, 3% increase from 2005.

Ted Spurlock, Economic Development updated the commissioners on the meeting that had taken place in Greensburg that morning with Representative, Cleo Duncan on the Regional Water District. Duncan had suggested that Ripley County join with Jennings and Decatur County on this project. Commissioner Nickell made a motion to join with Jennings, Decatur on the Regional Water District seconded by Commissioner Folz. Motion approved unanimously. Attorney Comer advised the commissioners that they can not do a motion to join at this time. Commissioners will appoint one from Commissioners and one Council Member as voting members for the board. Ripley County Commissioners made a commitment to be a part of the Regional Water District. Commissioners expressed intent that Ripley County joins the Regional Water District with Decatur and Jennings.

Commissioners received a report from the past sheriff of Ripley County, Bill Davison on the Jail Commissary Fund for 2006. Davison reported that the fund commissary balance was $74,765.34 at the end of 2006.

 

 

Commissioners signed the Certificate of Appointment for Denessa Benkie, Jeffrey J. Volz, Sue Meisberger, Barry Lauber, and Ted Spurlock to the Ripley Redevelopment Commission to serve a term commencing immediately and ending January 1st, 2008. Oath of Office was filed with the commissioners for the above appointments.

Commissioners discussed the need for stop signs at 500N & 800 W. Commissioner Folz and Reiners have looked at the site and advised that it needs to be a 4 way stop instead of a 2 way stop.

Commissioners agreed that they need to move stop signs at 200 N & 300 W.  Commissioners want to move the stop sign from 300 W to 200 N and put a yield sign at 200N. Attorney Comer advised that the public needs notice of stop sign change and the effective date is February 5th, 2007.

Commissioners signed the Covered Bridge Certification for Ripley County.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, January 29th, 2007 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz.
